To authorize and direct the Administrative Judge of the Franklin County Municipal Court to accept two grant awards from the Franklin County Board of Commissioners; to appropriate $25,000.00 from the unappropriated balance of the general government grant fund to the Franklin County Municipal Court for the purpose of providing work release and UP services for defendants; and to declare an emergency. To authorize the Director of the Department of Technology to renew a contract with GovConnection, Inc. dba Connection Public Sector Solutions for Autodesk software subscriptions and technical support on behalf of the Departments of Public Service, Building and Zoning Services, and Public Utilities; to authorize the expenditure of $138,259.26 from the Information Services Operating Fund for the above-described service; and to declare an emergency. ($138,259.26)

To authorize the City Attorney to spend City funds to acquire and accept in good faith certain fee simple title and lesser real estate located at 1873 East Cooke Road, Columbus, Ohio 43219, and contract for associated professional services in order for the Recreation and Parks Department to timely complete the acquisition of Real Estate for the Cooke Woods Preservation Project; to authorize and expend up to $1,170,000.00 from the Recreation and Parks Grant Fund 2283 and Voted Bond Fund 7702; and to declare an emergency. ($1,170,000.00)

To authorize the Board of Health to modify an existing contract with Equitas Health for the Implementing Enhanced HIV Prevention and Surveillance for Health Departments to End the HIV Epidemic in Ohio grant program for the provision of services allowable under the grant for eligible clients for the period August 1, 2024 through May 31, 2025; to authorize the expenditure of $50,000.00 from the Health Department Grants Fund; and to declare an emergency. ($50,000.00)

To authorize and direct the CelebrateOne Executive Director to accept and appropriate grant funds from the Crane Family Foundation through the CelebrateOne Community Fund at The Columbus Foundation to the City's Private Grant Fund for support of CelebrateOne doula programs in the amount of $50,000.00; and to accept and appropriate funds from the CelebrateOne Community Fund at the Columbus Foundation for the support of housing stabilization services; to authorize the appropriation and expenditure of $169,381.14 from the City's Private Grants Fund for doula work and housing stabilization services as well as to form contracts with doula providers and Physicians CareConnection; to waive the competitive bidding provisions of Columbus City Code; and to declare an emergency. To authorize the Director of Development to modify the agreement with Columbus Downtown Development Corporation, for the Downtown Ground Floor Growth Initiative program in order to add $500,000.00 to the agreement to continue the work outlined in the scope of work in that agreement; to authorize the expenditure of up to $500,000.00 from the 2025 General Fund budget; and to declare an emergency. To declare this Council’s intention to amend the Zoning Map by rezoning certain properties from Title 33 Zoning Code district designations to Title 34 2024 Zoning Code district designations, and to declare an emergency.

To authorize the Director of the Department of Development to modify an existing contract by adding additional funding in an amount up to $50,000.00 with Evolved Plumbing and Mechanical, LLC, to provide residential emergency heating, plumbing, and water and sewer services as part of the Division of Housing’s Emergency Repair program; to extend the contract term for one additional year through February 28, 2026; to authorize the expenditure of up to $50,000.00 from the 2025 General Fund; and to declare an emergency. To amend ordinance 2486-2024, in order to authorize the change from Kramer Engineering, Inc., Vendor 029993, to Kramer Engineers Company, Vendor 051607, within the ordinance; and to declare an emergency. ($0)

To authorize the Director of Finance and Management to enter into contract with Resilite Sports Products, Inc., for the purchase and installation of wrestling and wall mats; to authorize the expenditure of $95,290.00 from the Special Revenue Fund entitled the Police Continuing Professional Training Fund; and to declare an emergency ($95,290.00)

To establish the Vacant Tenant Services Special Revenue Subfund within the Special Purpose Fund.

To amend Ordinance #0577-02, passed April 29, 2002 (Z02-017), for property located at 3612 GENDER RD. (43110), by repealing Section 3 and replacing with new Section 3 to modify commitments regarding dumpster screening of said property within the CPD, Commercial Planned Development District (Rezoning Amendment #Z02-017A).

To authorize the Director of the Department of Public Utilities to enter into contract with Burgess & Niple, Inc. for grant writing professional services for an amount not to exceed $102,540.64; to authorize the use of $102,540.64 remaining funds on existing purchase orders to pay for the costs of the contract; and to waive the competitive bidding provisions of Columbus City Code. ($0.00)

To authorize the Director of the Department of Public Utilities to enter into a professional engineering services contract with Hatch Associates Consultants, Inc., for the Short Circuit Coordination and Arc Flash Studies #2 Project; to authorize an amendment to the 2024 Capital Improvement Budget; to authorize a transfer of cash and appropriation within the Sanitary Bond Fund; and to authorize an expenditure up to $700,000.00 from the Sanitary Bond Fund. ($700,000.00)

To authorize and direct the City Auditor to establish an auditor’s certificate in the amount of $100,000.00 for various expenditures related to interdepartmental fees in conjunction with capital improvement projects managed by the Recreation and Parks Department; to authorize the transfer of $100,000.00 within the Recreation and Parks Voted Bond Fund, to authorize the amendment of the 2024 Capital Improvements Budget; and to authorize the expenditure of $100,000.00 from the Recreation and Parks Voted Bond Fund. ($100,000.00)

To authorize the Finance and Management Director to enter into a Universal Term Contract for the option to purchase Vactor OEM Parts with Jack Doheny Companies, Inc. in accordance with the sole source provisions of the Columbus City Code; and to authorize the expenditure of $1.00. ($1.00)

To authorize the Auditor to establish transfer appropriations within certain special revenue funds; to authorize the Auditor to transfer cash between certain special revenue funds and the general fund; and to declare an emergency. ($1,562,074.55)

To authorize the Director of the Department of Finance and Management to modify and extend four (4) Universal Term Contracts for the option to purchase Water Meters, Yokes, Meter Setters and Appurtenances with Badger Meter, Inc., Core & Main LP; Master Meter, Inc.; and Neptune Technology Group Inc.; and to declare an emergency.
