To authorize and direct the Administrative Judge of the Franklin County Municipal Court to accept two grant awards from the Franklin County Board of Commissioners; to appropriate $25,000.00 from the unappropriated balance of the general government grant fund to the Franklin County Municipal Court for the purpose of providing work release and UP services for defendants; and to declare an emergency.
