Re: 7R5-a Health & Community Wellness Ryan White HIV sub-recipient payments The Governing Body held discussions regarding the difficulty sub-recipients were having receiving payments for services rendered. Councilmembers also received calls from St. James Community Corporation seeking assistance in payments.

Re: 6F-h Ordinance Amending Rent Control definition of unconscionable rent exemptions. Council Member Anibal Ramos requested that Administration and Law Department strongly consider amending the above referenced legislative item to exempt owner occupied, four family or under properties.

Council Member Anibal Ramos, Jr. requested that the Department of Engineering provide a report to the Governing Body with a list of the street resurfacing projects that received prior year grant dollars and were scheduled to begin 2023.

7R2-c Private Sale/Development Council Members Carlos M. Gonzalez and Anibal Ramos had several questions regarding 7R2-c including: 1. How was 30% of the assessed value formula determined for the sale price? 2. What is the total square footage of the lot size? 3. Properties price per square foot. 4. Principals of Madison Investors, LLC. 5. Are the principals experienced in used car sales business? Councilman Gonzalez recommended EHD change its present sales and valuation policy and use the more current market values as the sales price, versus the assessed values of city-owned properties.

Council Member Carlos M. Gonzalez requested a status report on the installation and completion of a citywide Audio Countdown Stop Lights project. Councilman Gonzalez requested to rollout the program to the entire City and requested the Department of Engineering provide an estimated cost and timeframe for the project.

RE: Outdoor Concerts and Sound Permits Councilman Ramos requested information from Administration on the permit process and, in particular, El Criollo’s claims their ongoing concerts are within guidelines of their approved permits.

Re: 7R2-e 2023 Annual Budget for the Mt. Prospect Avenue Neighborhood District Management Corporation (MPANID). Councilman Ramos requested an explanation for the 6-month delay.
