To authorize the Director of Finance and Management to execute a Lease Termination Agreement with The Columbus Urban League and to enter into a Lease Agreement with the Young Men’s Christian Association of Central Ohio (YMCA) for lease of space located at 475 Elwood Avenue; and to declare an emergency.

To authorize and direct the City Auditor to establish a certificate in the amount of $850,000.00 to develop and implement a Spring 2025 community violence prevention grant program on behalf of the Office of Violence Prevention; to authorize the transfer of $850,000 within the General Fund; to authorize the expenditure of $850,000.00 from the General Fund; and to declare an emergency. To authorize the Director of the Department of Neighborhoods to enter into a non-profit grant agreement with St. Stephen’s Community Services, Inc. dba St. Stephen’s Community House; to authorize the expenditures up to $35,000.00 from the Department of Neighborhoods General Fund 1000; to authorize the payment of expenses incurred starting September 1, 2024 and prior to the execution of a purchase order; and to declare an emergency. To authorize the Director of the Department of Public Utilities to renew a contract with Raftelis Financial Consultants, Inc. for general financial services; and to authorize the expenditure of $250,000.00 split among the Electricity, Water, Sanitary Sewer, and Stormwater Operating Funds. To Honor and Celebrate the Life of Carla D. Fountaine and her Achievement of the Southeast Lions’ Lifetime Achievement Award

To authorize and direct the Director of Finance and Management on behalf of the Fleet Management Division to allow the purchase of an Electronic Fuel Tank Monitoring system, including equipment and subscription to software/cloud-based platform for 110 existing fuel storage tanks; to authorize the expenditure of $74,742.96 for the purchase of an Electronic Fuel Tank Monitoring system, including equipment and subscription to software/cloud-based platform for 110 existing fuel storage tanks from the Fleet Management Operating Fund; and to declare an emergency. To authorize the City Attorney to spend City funds to acquire and accept in good faith certain fee simple and lesser real estate located in the vicinity of 4675 Westerville Road, Columbus Ohio 43231 and contract for associated professional services in order for the Recreation and Parks Department to timely complete the acquisition of Real Estate for the Improvements of Kilbourne Run Sports Park Roundabout project; to authorize the transfer and expenditure of $18,000.00 within the Recreation and Parks Voted Bond Fund; to authorize the amendment of the 2024 Capital Improvements Budget; and to declare an emergency. To enact new sections 4501.205; 4501.245 and 4525.17 of the Columbus City Codes; to amend sections 4501.275 and 4509.90; to repeal existing sections 4501.275 and 4509.90; adding definitions and requirements to address safety around multi-unit residential ponds in the City of Columbus.

To authorize the Director of Recreation and Parks to enter into contract with General Maintenance and Engineering Co. for the Roof Improvements 2024-2025 Project; to authorize the transfer of $752,000.00 within the Recreation and Parks Voted Bond Fund; to authorize the amendment of the 2024 Capital Improvements Budget; to authorize the expenditure of $752,000.00 from the Recreation and Parks Voted Bond Fund; and to declare an emergency. To amend Section 2501.07 of the Columbus City Codes to establish a single-point repository for reporting information to the Fire Prevention Bureau concerning the installation, maintenance, testing, and inspections of fire protection systems; and to repeal existing Section 2501.07.

To authorize the Director of Recreation and Parks to enter into a grant agreement with the Ohio Public Works Commission (OPWC) for the Cooke Woods Preservation Project and accept a grant in the amount of $841,665.00 with a local match of $360,715.00; to authorize the appropriation of $841,665.00 in the Recreation and Parks Grant Fund; to authorize the transfer of $360,715.00 within the Recreation and Parks Voted Bond Fund; to authorize the amendment of the 2024 Capital Improvements Budget Ordinance; and to declare an emergency. To amend Sections 229.03 and 229.04 of the Columbus City Codes to accommodate the electronic filing of domestic partnership declarations, and to declare an emergency.

To authorize the Director of the Department of Finance and Management, with the approval of the Director of Department of Public Utilities and the Director of the Recreation and Parks Department, to execute and acknowledge any document(s), as approved by the City Attorney, necessary to quitclaim grant Columbia Gas of Ohio, Inc. non-exclusive easements burdening a portion of the City’s real property located at State Route 257 South, Delaware, Ohio 43015; and to declare an emergency.

Appointment of William J. Butler, Acting President, National Veterans Memorial Museum, 300 W. Broad Street, Columbus, OH 43215, to serve on the RiverSouth Development Authority Board of Trustees as a citizen member with a term expiration date of June 22, 2026, but shall continue to hold over into one or more subsequent terms until a new citizen member is duly appointed or elected to serve for the remainder of such term. To authorize the Finance and Management Director to enter into a Universal Term Contract for the option to purchase Doppstadt OEM Parts with Ecoverse, LLC in accordance with the sole source provisions of the Columbus City Code; and to authorize the expenditure of $1.00. ($1.00)

To authorize the City Clerk to enter into a grant agreement with the Faith Thomas Foundation, Inc., to reimburse for expenses associated with the Red Diamond Gala; and to authorize an appropriation and expenditure within the Neighborhood Initiatives subfund. ($5,000.00)

To amend ordinance 2218-2024 to update the language as it pertain to entering into a grant agreement; and to declare an emergency. ($0.00)

To authorize the Finance and Management Director to enter into a contract for the option to purchase Data Services with Ohio Bell Telephone Company LLC dba AT&T; to authorize the expenditure of $1.00; and to waive the provisions of competitive bidding; and to declare an emergency. ($1.00)

To authorize the City Clerk to enter into a service contract with Indigov Corporation for implementation of a constituent relationship management platform; to authorize an appropriation and expenditure within the Neighborhood Initiatives subfund; to waive the competitive bidding provisions of Columbus City Codes; and to declare an emergency. To authorize the Director of Recreation and Parks to enter into contract with Glaus, Pyle, Schomer, Burns and Dehaven DBA GPD Group for the Playground Renovations 2023 - Site Design Project; to authorize the transfer of $350,000.00 within the Recreation and Parks Voted Bond Fund; to authorize the amendment of the 2024 Capital Improvements Budget; to authorize the expenditure of $350,000.00 from the Recreation and Parks Voted Bond Fund; and to declare an emergency. To repeal and replace Section 4565.13 of the Columbus City Codes to incorporate certain administrative modifications related to affordability requirements and qualifications for owner-occupied housing units utilizing the waiver provision of Chapter 4565 and to declare an emergency.

Re-Appointment of Quinten Harris, JD, MPA, of 111 N. Front Street, Columbus, OH 43215, to continue to serve on the RiverSouth Development Authority Board of Trustees as the local government representative, in his official capacity, for the current term expiring June 22, 2025, but shall continue to hold over into one or more subsequent terms until a new local government representative member is duly appointed or elected to serve for the remainder of such term.
