Directing the City Clerk to send a letter to the Directors of the Newark Fire Department and Neighborhood and Recreational Services, requesting that they provide the Governing Body with information and recommendations on fines and penalties the City may impose against large apartment building owners who refuse to maintain their properties responsibly.

Directing the Department of NRS to provide the Municipal Council with the City’s 2016 Snow Removal Plan, including individual contact information of the supervisors and managers who will be responsible for each ward. In addition, please provide a listing of the assigned trucks and contract vendors responsible for road salting and snow removal services, especially those assigned for the East and West Ward. Council Members suggest that the department produce public services announcements for the city’s government channel 78 to keep Newark residents abreast of regulations and changes.

Directing the Business Administrator to appear before the Governing Body to address its concerns regarding the Acting CFO position. During the 2015 Budget Hearing for the Department of Finance, the Municipal Council questioned the need for this position and requested justification for it. The council would like clarification of this person’s role within the Department of Finance and their daily operations, if operating as Acting CFO.

Directing the City Clerk to forward a copy of the ordinance which allows residents to legally park during street sweeping hours prohibitions, if the street sweeper has made its run (23:5-7.1 (6)) to the various enforcement agencies, i.e., Neighborhood and Recreational Services, the Newark Parking Authority, the Newark Police Department and the Essex County Sheriff’s Office.

Directing the Department of Engineering to halt immediately all applications, processing and distribution of Permit Parking authorizations until further notice; Governing Body would like to have a presentation from Engineering on city’s comprehensive parking plan, including the proposed Zone Parking initiative.

Directing the Department of Neighborhood & Recreational Services to provide the Governing Body with the City’s plan to collect and dispose of automobile and truck tires that have been illegally discarded on city streets and vacant lots. In addition the Governing Body would like to know the current status of the tire disposal contract.

Directing the Administration to provide the following to the Governing Body: × Job description of all Newark Parking Authority employees × Number of vehicles and who they are assigned to × Copy of all RFQs issued and contracts awarded × Report on the number of parking violations issued to food vendor trucks (especially the food trucks parked daily at University and Warren Street, Mulberry Street and Commerce, Park Street and Raymond Boulevard, etc.) and the Authority’s plan to remedy the issue In addition, the Authority is to coordinate with the Newark Police Department and the NJ Transit Police Department a policy regarding Uber cabs and their seemingly disregard for parking regulations.
