To amend Ordinance No. 1442-2024, which was approved by Columbus City Council May 20, 2024, to correct three organization names listed in an attachment to the Ordinance; and to declare an emergency. ($0.00)

To authorize the Director of the Department of Development to execute any and all necessary agreements and deeds for conveyance of title of twelve parcels of real property (0000 Lawndale Ave.; 0000 Lawndale Ave, Lot 4; 878 Lawndale Ave.; 859 Lawndale Ave.; 1974 Marston Rd.; 2236 Sagamore Rd.; 2423 Hanna Dr.; 1732 Devonshire Rd.; 1770 Devonshire Rd.; 0000 Glendower Ave.; 814 Glendower Ave. and 877 Glendower Ave.) held in the Land Bank pursuant to the Land Reutilization Program and to declare an emergency.

To authorize the Director of the Department of Development to enter into a not-for-profit services contract with the Franklinton Special Improvement District of Columbus, Inc. (the “Franklinton SID”) to provide funding to the Franklinton SID to cause the creation of a public realm plan for capital improvement investments within Franklinton; to authorize the transfer and appropriation of funds within the West Edge I TIF Fund; to authorize the transfer and appropriation of funds within the General Fund; to authorize the expenditure of $150,000.00 from the General Fund and the West Edge I TIF Fund pursuant to the terms and conditions of the contract. To authorize the Director of the Department of Development to execute any and all necessary agreements and deeds for conveyance of title of one parcel of real property (0000 Cassady Ave.) held in the Land Bank pursuant to the Land Reutilization Program.

To authorize the Director of the Department of Development to execute any and all necessary agreements and deeds for conveyance of title of one parcel of real property (2814 E 9th Ave.) held in the Land Bank pursuant to the Land Reutilization Program.

To authorize the Director of the Department of Development to enter into a grant agreement with The Columbus Urban League Chamber of Commerce in support of the Urban Business Connection Program; to allow for the reimbursement of expenses prior to the approval of the purchase order; to authorize the advancement of funds on a predetermined schedule; and to authorize an appropriation and expenditure within the Jobs Growth Subfund;and to declare an emergency ($220,000.00).

To authorize the Director of Development to modify the contract with AmeriNational Community Services, LLC for loan servicing by adding $65,000.00, updating the scope of services as needed, and extending the contract end date; to authorize the expenditure of up to $65,000.00 from the General Fund; and to declare an emergency. To authorize the City Attorney to modify an existing contract for special legal counsel services with Amundsen Davis, LLC f/k/a Crabbe, Brown & James LLP, for the case Carter v. City of Columbus, Case No. 23CV-01-107, pending in the Franklin County Court of Common Pleas; to authorize expenditures associated with the case incurred since the name change of January 1, 2024; to authorize the expenditure of $33,566.00 from the 2023 Recreation and Parks operating fund; and to declare an emergency. ($33,566.00)

To authorize the Director of Public Utilities to enter into an agreement with the Mid-Ohio Regional Planning Commission (MORPC) for the purpose of conducting the City’s 2023 Greenhouse Gas Inventory as it pertains to the Climate Disclosure Project reporting guidelines and requirements; to authorize the expenditure of $28,355.00 from the Electricity Operating Fund; and to declare an emergency ($28,355.00).

Reappointment of Timothy A. Wolfe, PhD, to serve on the Board of Wellfield Protection Appeals, with a new term expiration date of March 31, 2029 (resume attached).

To authorize the Director of the Department of Development to enter into a grant agreement with Legal Aid of Southeast and Central Ohio in an amount up to $125,000.00 to secure work permits in order to gain employment, access housing, and exit the shelter system for the residents of the Colonial Village apartment complex; to authorize the advancement of funds on a predetermined schedule; to authorize reimbursement of expenses incurred prior to execution of the purchase order; to authorize an appropriation and expenditure of $125,000.00 within the Neighborhood Initiatives Subfund; and to declare an emergency. ($125,000.00)

To authorize the Director of Public Safety to enter into a contract for software support services for Crime Lab instruments with NicheVision Forensic LLC; in accordance with sole source provisions of City Code; to authorize the expenditure of $52,520.00 from the General Fund; and to declare an emergency. ($52,520.00)

To authorize and direct the City Attorney to settle the lawsuit captioned Austin Williams et al. v. City of Columbus, et al., United States District Court Case No. 2:22-cv-1831; to authorize the transfer and expenditure of the sum of fifty thousand dollars and zero cents ($50,000.00) in settlement of the lawsuit; and to declare an emergency. ($50,000.00)

To authorize the Director of the Department of Development to enter into a grant agreement with the Community Shelter Board in an amount up to $31,000.00 to provide additional case management services for the former residents of the Colonial Village apartment complex; to authorize an appropriation and expenditure of $31,000.00 within the Neighborhood Initiatives Subfund; to authorize payment for reasonable food and non-alcoholic beverages for residents; to approve expenditures incurred prior to the approval of the purchase order; to authorize the advancement of funds on a predetermined schedule; and to declare an emergency. ($31,000.00)

To authorize the Director of the Department of Development to forgive the principal and accrued interest on a unit by unit basis for The Greater Linden Homes Limited Partnership on a HOME loan due to the City of Columbus totaling approximately $1,135,489.00 as homes are sold to existing tenants or low-income homebuyers. To reduce the interest rate on the current balance of the loan to zero. ($1,135,489.00)

To authorize the Board of Health to modify existing contracts with the following vendors: Aids Healthcare Foundation, Equitas Health, and Columbus Neighborhood Health Center, Inc. dba Primary One Health, for the Implementing Enhanced HIV Prevention and Surveillance for Health Departments to End the HIV Epidemic in Ohio grant program; for the provision of services allowable under the grant for eligible clients for the period August 1, 2023 through July 31, 2024; to authorize the expenditure of $77,556.80 from the Health Department Grants Fund; and to declare an emergency. ($77,556.80)

To grant a Variance from the provisions of Sections 3333.18, Building lines, and Section 3333.35(G), Private garage, of the Columbus City Codes; for the property located at 2005 DEMOREST RD. (43123), to allow reduced development standards for an apartment complex in the L-AR-1, Apartment Residential District (Council Variance #CV24-001).

To authorize the Director of Public Service to renew the facilities mechanical repair contract with DeBra Kuempel Inc. and to modify the contract to add funds to pay for the renewal; and to authorize the expenditure of up to $363,000.00 from the General Fund, the Mobility Enterprise Fund, the Street Construction Maintenance and Repair Fund, the Private Construction Inspection Fund, and the Public Construction Inspection Fund for this renewal.
