To authorize the Director of the Department of Development to enter into a grant agreement with the Community Shelter Board in an amount up to $31,000.00 to provide additional case management services for the former residents of the Colonial Village apartment complex; to authorize an appropriation and expenditure of $31,000.00 within the Neighborhood Initiatives Subfund; to authorize payment for reasonable food and non-alcoholic beverages for residents; to approve expenditures incurred prior to the approval of the purchase order; to authorize the advancement of funds on a predetermined schedule; and to declare an emergency.
