To make appropriations and transfers for the 12 months ending December 31, 2025 for other funds for various divisions; to authorize the City Auditor to make transfers as may be necessary; and to declare an emergency.

To authorize the Director of Finance and Management, on behalf of the Department of Technology, to associate all general budget reservations resulting from this ordinance with the appropriate purchase agreement with Brown Enterprise Solutions, LLC, an approved reseller of Microsoft products, for Microsoft Enterprise software licensing and “true-up” costs; to appropriate $2,852,156.40 from the unappropriated balance of the General Fund Income Tax Set-Aside subfund to the Department of Technology; to authorize the expenditure of $53,800.00 from the Information Services operating fund, $127,543.07 from the Municipal Court Judges general fund budget, and $2,852,156.40 from the General Fund Income Tax Set-Aside subfund; and to declare an emergency. To authorize the City Clerk to enter into a grant agreement with United Way of Central Ohio, Inc. in support of the Boys and Young Men of Color Collective; to authorize an appropriation and expenditure within the Neighborhood Initiatives subfund; and to declare an emergency. ($125,000.00)

To authorize the City Clerk to enter into a grant agreement with the Franklin County Historical Society (dba COSI Columbus) to serve as fiscal agent for One Church in support of the Foster Hope Holiday Fest; to authorize an appropriation and expenditure within the Neighborhood Initiatives subfund; and to declare an emergency. ($5,000.00)

To authorize the Director of Public Utilities to enter into a contract modification with Resource International, Inc., for the Construction Administration/Construction Inspection Services 2023-2025 contract; to authorize an amendment to the 2024 Capital Improvement Budget; and to expend up to $62,341.50 from the Sanitary Bond Fund for the modification. ($62,341.50)

To amend the 2024 Capital Improvement Budget; to authorize the encumbrance and expenditure of up to $24,500.00 from the Streets and Highways Bond Fund relative to the Roadway - Leonard Ave Improvements under RR Bridge project; and to declare an emergency. ($24,500.00)

To authorize the City Clerk to enter into a grant agreement with Franklinton Board of Trade in support of Songs on Sullivant; to authorize an appropriation and expenditure within the Neighborhood Initiatives subfund; and to declare an emergency. ($30,000.00)

To authorize the Director of the Department of Finance and Management, on behalf of the Department of Technology, to associate all general budget reservations resulting from this ordinance with a pre-established universal term contract/purchase agreement with AT&T for data services; to authorize the expenditure of $120,000.00 for the above-described purpose to continue the City of Columbus, Columbus City Schools Voice-Over-Internet-Protocol (VOIP) telephone project; and to declare an emergency. ($120,000.00)

To authorize the Director of Finance and Management, on behalf of the Department of Public Service, Division of Refuse Collection, to enter into contract with Fyda Freightliner Columbus, Inc. for purchase of three (3) Isuzu box trucks; to authorize the waiver of the competitive bidding provisions of Columbus City Code; to authorize the expenditure of up to $267,950.00 from the Refuse Bond Fund; and to declare an emergency. ($267,950.00)

To authorize the Director of Public Service to enter into contract with Complete General Construction Company for the Rich Street Traffic Signal Interconnect project; to authorize the expenditure of up to $1,226,334.78 from Street Construction Maintenance and Repair Fund for the project; and to declare an emergency. ($1,226,334.78)

To authorize the Finance and Management Director to associate all General Budget Reservations resulting from this ordinance with the appropriate current and pending Universal Term Contract Purchase Agreements for the purchase of parts and supplies for the Division of Sewerage and Drainage, Southerly Wastewater Treatment Plant; and to authorize the expenditure of $250,000.00 from the Sewerage Operating Fund. ($250,000.00)

To authorize the transfer of $824,049.22 from the Department of Finance Citywide Account to the Sustainable Columbus Fund; and to declare an emergency. ($824,049.22)

To amend the 2024 Capital Improvement Budget; to authorize the transfer of funds between projects within the Refuse Bond Fund; to authorize the Director of Finance and Management, on behalf of the Department of Public Service, Division of Refuse Collection, to enter into contract with Best Equipment Co., Inc. for purchase of one (1) Labrie Automizer HD Right Hand ASL garbage truck; to authorize the waiver of the competitive bidding provisions of Columbus City Code; to authorize the expenditure of up to $428,892.50 from the Refuse Bond Fund; and to declare an emergency. To authorize the Director of Finance and Management to associate all General Budget reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreement for the purchase of radios and programming from Motorola Solutions Inc.; to authorize the transfer of appropriation within the General Fund and the Street Construction, Maintenance, and Repair Fund; to authorize the expenditure of up to $600,000.00 from various city funds; and to declare an emergency. ($600,000.00)

To authorize the Director of the Department of Public Utilities to enter into a contract modification with DLZ Ohio, Inc. for the Construction Administration/Construction Inspection Services 2023-2025 contract; to authorize an amendment to the 2024 Capital Improvement Budget; and to authorize the expenditure of up to $73,325.27 from the Electricity Bond Fund for this contract modification. To amend A0173-2024 Appointment of Elon Simms, Chief of Staff, Office of the Mayor, 90 W. Broad Street, Columbus, Ohio 43215, to serve on the Confluence Community Authority Board of Trustees, to include the phrase “in his official capacity”, replacing Ken Paul, with a term expiration date of September 16, 2027 (profile attached). Appointment of Steve Moore, Moore Signs, 6060 Westerville Road, to serve on the Graphics Commission replacing Mike Hoy as the Sign Industry Member with a new term expiration date of October 31, 2025. (resume attached).

To authorize the Director of the Department of Development to execute an assignment, assumption, and modification agreement (“Assignment and Assumption Agreement”), and all other necessary agreements or instruments, which assign and modify the HOME Loan documents for the rental development at 50 Jefferson Avenue, Columbus; to authorize the Director of the Department of Development to consent to the transfer of a 99.99% interest in Jefferson Avenue to Four Chimneys, a wholly owned subsidiary of Jefferson Center, and to further authorize the Director of the Department of Development to consent to a transfer of a 0.01% interest in Jefferson Avenue to Sawmill; and to authorize the Director of the Department of Development to execute all other necessary agreements or instruments, in consultation with the City Attorney’s Office, to effect the transfer of interests and obligations from Community Housing Network to Jefferson Avenue as necessary to achieve or maintain compliance with regulations and guidance from HUD; and to declare an emergency. To authorize the Director of Finance and Management, on behalf of the Department of Technology to associate all General Budget Reservations resulting from this ordinance with the appropriate Purchase Agreement with CDW Government, LLC for the purchase of additional Splunk enterprise security licenses; to authorize and direct the City Auditor to transfer $1,286,779.00 in appropriations between object classes in the Information Services operating fund; to authorize the expenditure of $79,000.00 from the Department of Technology Information Services Operating Fund; and to declare an emergency. To authorize the Director of the Department of Development to enter into a grant agreement with The Columbus Regional Airport Authority; to authorize the expenditure of $2,000,000.00 from the Northland and Other Acquisitions Fund; and to allow for expenditures prior to the Purchase Order. To amend A0175-2024 Reappointment of Bernita Reese, M.S., CPRP, Director, Columbus Recreation and Parks, 1111 E.
