To authorize the City Clerk to enter into a grant agreement with the Franklin County Historical Society (dba COSI Columbus) to serve as fiscal agent for One Church in support of the Foster Hope Holiday Fest; to authorize an appropriation and expenditure within the Neighborhood Initiatives subfund; and to declare an emergency.
