DUBLIN-GRANVILLE RD. (43054), to allow an estate lot with multiple single-unit dwellings and accessory residential buildings with reduced development standards in the PUD-4, Planned Unit Development District (Council Variance CV24-154).

To authorize the Director of the Department of Public Safety to enter into a contract with SoundThinking Inc., formerly ShotSpotter, Inc., for the use of a gunfire detection, alert, and analysis program; to waive the competitive bidding provisions of the Columbus City Code; to authorize the expenditure of $661,500.00 from the General Fund; and to declare an emergency. ($661,500.00)

To authorize the Director of the Department of Development to amend the Enterprise Zone Agreements for a the second time for Assignment & Assumption with The Hub XO, LLC (I, II, III, VI), to remove The Hub XO, LLC (I, II, III, VI) as the ENTERPRISES and parties to the AGREEMENTS and to be replaced with EXETER 1260 LONDON GROVEPORT, LLC, EXETER 1302 LONDON GROVEPORT, LLC, EXETER 6322 COLLINGS, LLC, and EXETER 6201 COLLINGS (2024), LLC as the ENTERPRISES and parties to the AGREEMENTS, and to redefine the PROJECT SITE. To grant a Variance from the provisions of Sections 3332.03, R-1 residential district; 3332.11, R-1 area district requirements; and 3332.27, Rear yard, of the Columbus City Codes; for the property located at 2405 MCCUTCHEON RD. (43219), to allow two single-unit dwellings on one lot with reduced development standards in the R-1, Residential District (Council Variance #CV24-131).

To authorize the Director of the Department of Public Utilities to enter into contract with K.N.S. Services, Inc. for purchase, installation, maintenance and service of security cameras and related equipment in accordance with the sole source procurement provisions of Columbus City Codes; and to authorize the expenditure of $314,765.08 split among the Electricity, Water, Sanitary Sewer, and Stormwater Operating Funds. ($314,765.08)

This ordinance authorizes the Director of the Department of Technology to modify a professional services contract with Northern Lights Locating and Inspection, Inc., for fiber optic locating services for one year; and to authorize the expenditure of up to $200,000.00 from the Information Services Operating Fund. ($200,000.00)

To authorize the Director of Finance and Management, on behalf of the Facilities Management Division, to enter into a contract with Roberts Service Group, Inc. for the Police Substation #19 Renovation Project; to authorize an amendment to the 2024 Capital Improvement Budget; to authorize a transfer and expenditure up to $362,775.00 within the Construction Management Capital Improvement Fund; and to declare an emergency. ($362,775.00)

To Celebrate and Recognize the Numerous Contributions of Essential Workers and declare March 15, 2025 as Essential Workers Day

To grant a Variance from the provisions of Sections 3332.035, R-3 residential district; and 3312.49, Required parking, of the Columbus City Codes; for the property located at 295 REEB AVE. (43207), to allow a social services center with reduced parking in the R-3, Residential District (Council Variance #CV24-116).

To authorize the Director of the Department of Public Utilities to apply for, accept, and enter into loan agreements with the Ohio Water Development Authority for capital improvement projects; and to designate a dedicated source of repayment for the loans. ($0.00)

To rezone 1470 N. HAGUE AVE. (43204), being 29.2± acres located on the east side of North Hague Avenue 3,200± feet south of Trabue Road, From: M-2, Manufacturing District and R, Rural District, To: L-ARLD, Limited Apartment Residential District (Rezoning #Z24-035).

To authorize the Director of the Public Utilities Department to enter into a professional services contract with Patrick Engineering, Inc., for the Comprehensive Master Planning Consulting Services for the Division of Power project; to authorize an amendment to the 2024 Capital Improvement Budget; to authorize the transfer of cash and appropriation between projects within the Electricity Bond Fund; to authorize an expenditure of up to $205,786.15 from the Electricity Bond Fund; and to declare an emergency. ($205,786.15)

To authorize and direct the City Auditor to transfer $5,214,143.82 within various projects of the Safety Voted Bond Fund; to amend the 2024 Capital Improvement Budget; to waive the competitive bidding provisions of the Columbus City Codes, Chapter 329; to authorize the Finance and Management Director to enter into contracts with Atlantic Emergency Solutions, Inc., Stryker Sales Corporation, and ZOLL Medical Corporation for the purchase of emergency response apparatus/vehicles and related equipment needed by the Division of Fire; to authorize the expenditure of $5,214,143.82 from the Safety Voted Bond Fund; and to declare an emergency. ($5,214,143.82)

To grant a Variance from the provisions of Sections 3333.18, Building lines; 3333.255, Perimeter yard; and 3333.35(G), Private garage, of the Columbus City Codes; for the property located at 1470 N. HAGUE AVE. (43204), to allow reduced development standards for an apartment complex in the L-ARLD, Limited Apartment Residential District (Council Variance #CV24-091).

To honor, recognize and celebrate the life of Charlotte Y. Price, 1956-2025

To authorize the Director of the Department of Development to enter into a Job Creation Tax Credit Agreement granting a tax credit of sixty percent (60%) for a term of up to five (5) consecutive years with Safelite Group, Inc., in consideration of the company’s proposed total capital investment of $19,200,000.00 and the creation of twenty-five (25) net new full-time permanent positions with an estimated annual payroll of approximately $1,040,000.00 and the retention of three-hundred twenty-nine (329) full-time permanent positions with an associated estimated annual payroll of approximately $37,917,250.00.

To rezone 5432 N. HAMILTON RD. (43054), being 1.55± acres located 300± feet east of North Hamilton Road, and 760± feet north of Thompson Road, From: CPD, Commercial Planned Development District, To: AR-2, Apartment Residential District (Rezoning #Z24-002).
