To authorize the Director of the Department of Public Utilities to enter into a contract modification with Prime Construction Management & Survey, Inc. for the Construction Administration/Construction Inspection Services 2023-2025 contract; to authorize an amendment to the 2023 Capital Improvement Budget; to authorize a transfer of funds from the Water Reserve Fund to the Water Fresh Water Market Rate Fund; to authorize the appropriation of funds; to authorize the expenditure of $350,000.12 from the Water Fresh Water Market Rate Fund; and to declare an emergency. To authorize the Director of the Department of Public Service to execute those documents necessary to release a portion of an un-named easement east of May Avenue to allow for the property to clear title so the site can be redeveloped.

To authorize the Director of the Department of Finance and Management to associate all General Budget reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreements for the purchase of Centrex and Data Services with AT&T for the Division of Water; to authorize the expenditure of $465,000.00 from the Water Operating Fund. To authorize the Director of the Department of Technology to enter into a Grant Agreement with Rise Together Innovation Center, dba Rise Together Innovation Institute, an Ohio non-profit corporation, to help fund the “Rise Together Blueprint for Reducing Poverty in Franklin County;” to authorize the transfer of $5,000,000.00 within the general fund, from the Finance Department’s general fund citywide account to the Department of Technology; to authorize the subsequent appropriation of $5,000,000.00 to the Department of Technology; to authorize the expenditure of $5,000,000.00; and to declare an emergency.
