To authorize the Director of the Department of Technology to enter into a Grant Agreement with Rise Together Innovation Center, dba Rise Together Innovation Institute, an Ohio non-profit corporation, to help fund the “Rise Together Blueprint for Reducing Poverty in Franklin County;” to authorize the transfer of $5,000,000.00 within the general fund, from the Finance Department’s general fund citywide account to the Department of Technology; to authorize the subsequent appropriation of $5,000,000.00 to the Department of Technology; to authorize the expenditure of $5,000,000.00; and to declare an emergency.
