To grant a Variance from the provisions of Sections 3332.035, R-3 residential district; 3312.49, Required parking; 3321.05(B)(1)(2), Vision Clearance; 3332.18(D), Basis of computing area; 3332.21, Building lines; 3332.25, Maximum side yards required; 3332.26(F), Minimum side yard permitted; and 3332.27, Rear yard, of the Columbus City Codes; for the property located at 1293 E. RICH ST. (43205), to allow multi-unit residential development with reduced development standards in the R-3, Residential District, and to repeal Ordinance #2998-2022, passed November 21, 2022 (CV22-060) (Council Variance #CV24-012).

To authorize the Director of the Department of Public Service to modify to add additional funding to rental agreements to rent refuse collection trucks from Premier Truck Sales & Rental, Inc.; to authorize a transfer of appropriation and the expenditure of up to $800,000.00 from the General Fund to pay for the contract modification that will add additional funding to said rental agreements; and to declare an emergency. ($800,000.00)

To grant a Variance from the provisions of Section 3332.035, R-3 residential district; 3332.05(A)(4), Area district lot width requirements; 3332.18(D), Basis of computing area; and 3332.26, Minimum side yard permitted, of the Columbus City Codes; for the property located at 37-39 LATTA AVE. (43205), to allow a two-unit dwelling with reduced development standards in the R-3, Residential District (Council Variance #CV23-098).

To grant a Variance from the provisions of Sections 3332.037, R-2F residential district; 3325.801, Maximum lot coverage; 3332.05(A)(4), Area district lot width requirements; 3332.14, R-2F area district requirements; 3332.19, Fronting and 3332.27, Rear yard, of the Columbus City Codes; for the property located at 103 W. TOMPKINS ST. (43202), to allow two single-unit dwellings on one lot with reduced development standards in the R-2F, Residential District (Council Variance #CV24-032).

To authorize and direct the Administrative and Presiding Judge of the Franklin County Municipal Court to accept a grant award from The Supreme Court of Ohio; to appropriate $100,000.00 from the unappropriated balance of the general government grant fund to provide OCSS upgrades; to authorize the expenditure of $100,000.00 from the general government grant fund; to authorize the Administrative and Presiding Judge of the Franklin County Municipal Court to enter into contract with StepMobile, LLC as a sole source provider according to Chapter 329 of the City Code; to authorize the expenditure of up to $100,000.00 from the grant funds. ($100,000.00)

To authorize the City Clerk to enter into a grant agreement with Voicecorps Reading Service in support of their free reading services; to authorize an appropriation and expenditure of $105,000.00 within the Neighborhood Initiative subfund; and to declare an emergency. ($105,000.00)

To grant a Variance from the provisions of Sections 3332.033, R-2 residential district; 3312.25, Maneuvering; 3312.27, Parking setback line; 3312.29, Parking space; and 3312.49, Required parking, of the Columbus City Codes; for the property located at 3851 HIGHLAND BLUFF DR. (43125), to allow a Type “A” family child care home with reduced parking standards in the R-2, Residential District (Council Variance #CV23-155).

To authorize the Director of Finance and Management to enter into a contract with Southeastern Equipment Co., Inc. for the purchase of a Backhoe Loader for the Division of Water; and to authorize the expenditure of $171,290.00 from the Water Operating Fund. ($171,290.00)

To authorize the Director of Public Service to enter into contract with The Ruhlin Company for the Signals - Lockbourne Road at Obetz Road - Volta Drive project; to authorize the expenditure of up to $886,878.65 from the Street Construction Maintenance and Repair Fund for the project; and to declare an emergency. To authorize the City Clerk to enter into a grant agreement with Your Life Has Possibilities in support of the Stop the Summer Slide Summer Camp; to authorize an appropriation and expenditure within the Neighborhood Initiatives subfund; and to declare an emergency. ($80,500.00)

To authorize the expenditure of $3,500,000.00, from Fund 7733, the Construction Management Capital Improvement Fund to pay the Franklin County Board of Commissioners the second and final installment of the purchase price for the acquisition of 410 South High Street. ($3,500,000.00)

To authorize the Director of the Department of Public Utilities to enter into a planned professional services contract modification for the Residuals Management Plan Update contract with Hazen & Sawyer; to transfer cash and appropriation between projects within the Water Bond Fund; and to authorize an expenditure of up to $500,000.00 from the Water Bond Fund for the contract modification. ($500,000.00)

To authorize the Director of Public Utilities to enter into an agreement and all necessary amendments with the State of Ohio, Department of Transportation (ODOT), for the Division of Sewerage and Drainage to provide interstate pump station maintenance and receive reimbursement from the State; and to declare an emergency. To authorize the Director of the Department of Development to enter into the necessary lease agreement as needed for the use, operation, lease, and management of 345 Reeb Ave. (010-017962).

To grant a Variance from the provisions of Sections 3332.037, R-2F residential district; 3312.49, Required parking; 3321.05(B)(2), Vision clearance; 3332.05(A)(4), Area district lot width requirements; 3332.14, R-2F area district requirements; and 3332.27, Rear yard, of the Columbus City Codes; for the property located at 285 E. MARKISON AVE. (43207), to allow two single-unit dwellings on one lot with reduced development standards in the R-2F, Residential District (Council Variance #CV24-005).

To authorize the Director of the Department of Development to modify a grant agreement in an amount up to $700,000.00 to provide housing support and service coordination for the residents of the Colonial Village apartment complex to the Community Shelter Board; to authorize payment for reasonable food and non-alcoholic beverages for residents; to authorize the advancement of funds on a predetermined schedule; to authorize the transfer of $700,000.00 within the general fund; to authorize the expenditure of $700,000.00 from the general fund; and to declare an emergency. To authorize the Director of the Department of Development to enter into a not-for-profit service contract with the Neighborhood Design Center (NDC) in an amount up to $200,000.00 to manage all aspects of the Power of One-Corridor and Parcel Intervention Program; and to authorize the expenditure of up to $200,000.00 from the 2024 General Fund Budget.
