A motion expressing profound sorrow and regret at the passing of Anita Hicks, long-time Newark Democratic leader, Baldwin Avenue Block Association President and Co-founder, Essex County Committee Person, Newark Board of Education retiree and grandmother of Invest Newark and Peoples Assembly Coordinator, Andrea Mason.

A motion requesting that the Law Department review the City’s current towing and booting policy and establish new regulations that will limit the maximum fee licensed and registered tow operators may charge, while also allowing a motorist the opportunity to avoid any charge if they arrive while the booting is in progress.
