To authorize the Director of Public Service to renew the contract with Rumpke of Ohio, Inc., for yard waste and recycling collection services; to authorize the appropriation and expenditure of funds in an amount up to $15,923,729.00 within the Income Tax Set Aside Fund; to authorize the expenditure of $3,690,527.00 from the General Fund for the tenth year of the contract; and to declare an emergency.
