To authorize the Director of the Office of Diversity and Inclusion to enter into an advanced-pay grant agreement for $25,000.00 with Freedom Equity, Inc., non-profit organization, in support of a small business development platform; to authorize a transfer within the General Fund; to authorize the expenditure of $25,000.00 from the 2026 General Fund Budget; and to declare an emergency.
