Booker’s Administration provide the Municipal Council with the rationale and reasons why the City Administration withdrew the MUA application that it submitted to the Department of Community Affairs Local Finance Board via Resolution 7R12-b, January 21, 2009, which sought approval for the formation of a Municipal Utilities Authority (MUA) for the City of Newark.
