A motion advising all wreckers/towing operators licensed in the City of Newark of the fact that Newark city ordinance requires that in the event a vehicle is being towed and the owner of the vehiclee appears before the vehicle is removed, towers are required to release the vehicle to the owner for a payment of twenty-five dollars.
