To amend the 2021 Capital Improvement Budget; to authorize the Director of Public Service to execute an agreement with CSX Transportation to facilitate the design and construction of the Parsons Avenue Retaining Wall; to authorize the expenditure of up to $195,000.00 from the Streets and Highways Bond Fund to pay for this contract; and to declare an emergency.
