To authorize the City Auditor to transfer $200,000.00 within the General Fund; to authorize the Municipal Court Clerk to enter into the contract with FedEx for the provision of commercial carrier service for the Municipal Court Clerk's Office; to waive the competitive provisions of Columbus City Code; to authorize the expenditure of up to $200,000.00 from the General Fund; and to declare an emergency.
