To amend the 2025 Capital Improvement budget; to authorize the transfer of funds within the Streets and Highways Bond Fund; to appropriate funds within the Federal Transportation Grants Fund; to authorize the Director of Public Service to enter into contract with Complete General Construction Company for the Roadway - Multimodal - Mt. Vernon Avenue Phase 1 project; to authorize the expenditure of up to $7,102,930.46 from the Streets and Highways Bond Fund and the Federal Transportation Grants Fund for the project; to repay any unused grant funds at the end of the grant period; and to declare an emergency.
