To authorize and direct the Administrative and Presiding Judge of the Franklin County Municipal Court to accept a grant award from the Ohio State Bar Foundation; to appropriate $39,000.00 from the unappropriated balance of the private grant fund to provide GPS monitoring; and to declare an emergency.
