To amend the 2025 Capital Improvement budget; to authorize the transfer of funds within the Streets and Highways Bond Fund; to appropriate funds within the Federal Transportation Grants Fund and the OPWC Grants and Loans Fund; to authorize the Director of Public Service to enter into contract with Shelly and Sands, Inc. for the Arterial - SR161 - I71 to Cleveland Avenue Phase 2 project; to authorize the expenditure of up to $23,868,642.76 from the Streets and Highways Bond Fund, OPWC Grants and Loans Fund and the Federal Transportation Grants Fund for the project; to repay any unused grant funds at the end of the grant period; and to declare an emergency.
