To authorize and direct the Director of Education to enter a grant agreement with GSWS Columbus to provide advance payment in support of the Gay Softball World Series; to authorize an appropriation and expenditure from the Neighborhood Initiatives Subfund; to authorize an expenditure from the General Fund; and to declare an emergency.
