To authorize the Director of Public Service to modify, extend and add funds to a service contract with Routeware, Inc. for the provision of GPS tracking and route diagnostics for the Division of Refuse Collection; to authorize the expenditure of up to $154,954.80 from the Refuse Collection General fund to pay for the contract; and to declare an emergency.
