To authorize and direct the Director of Neighborhoods to contract with Libby V & Associates, LLC in support of Getting Grant Ready Academy; to waive the competitive bidding provisions of the Columbus City Codes; and to authorize an appropriation and expenditure from the Neighborhood Initiatives subfund.
