To authorize the Director of the Department of Finance and Management to associate all General Budget Reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreements for the purchase of Bill Presentment Services with Level One, LLC for the Department of Public Utilities; and to authorize the expenditure of $600,000.00 split among the Electricity, Water, Sanitary Sewer, and Stormwater Operating Funds; and declare an emergency.
