To authorize the City Clerk to enter into a grant agreement with Africentric Personal Development Shop, Incorporated (APDS) to provide resources for capacity building and community outreach; to authorize an appropriation and expenditure within the Neighborhood Initiatives subfund; and to declare an emergency.
