To appropriate funds within the OPWC Grants and Loans Fund; to authorize the Director of Public Service to enter into contract with Complete General Construction Company for the Signals - N. 4th Street Ph 1 project; to authorize the expenditure of up to $4,005,758.62 from the Street Construction Maintenance and Repair Fund and the OPWC Grants and Loans Fund for the project; to repay any unused grant funds at the end of the grant period; and to declare an emergency.
