To authorize the Director of the Recreation and Parks Department to enter into an advance pay grant agreement Young Mens Christian Association of Central Ohio, a 501c3 non-profit organization, in support of summer youth programming; to authorize an expenditure in the Recreation and Parks Operating Fund; and to declare an emergency.
