To authorize the appropriation and expenditure of $50,000.00 from the HOME Program Entitlement Fund and $50,000.00 from CDBG Fund; to authorize the Director of the Department of Finance and Management to modify the professional services contract with EMH&T to increase the budget by a total of $100,000.00; and to declare an emergency.
