To authorize the City Auditor to make payment to the Franklin County Historical Society per the terms of the already agreed to partnership agreement; to authorize the Director of Public Utilities to enter into said partnership agreement; to authorize the City Auditor to transfer $10,000.00 between object classes within the Public Utilities’ operating funds; to authorize the expenditure of $10,000.00 from those operating funds; and to declare an emergency.
