To authorize the Office of Violence Prevention OVP to enter into a not-for-profit service contract with The Columbus Urban League; to authorize the transfer of $500,000.00 within the General Fund; to authorize the expenditure of $500,000.00 from the General Fund; to authorize expenses incurred prior to purchase order execution; and to declare an emergency.
