To authorize the City Clerk to enter into a grant agreement with Franklin Soil and Water Conservation District (FSWCD) in support of their Columbus Urban Agriculture Infrastructure Grant program; to authorize an appropriation and expenditure within the Neighborhood Initiatives subfund; and to declare an emergency.
