To authorize the Director of Finance and Management, on behalf of the Office of Construction Management, to enter into a construction contract with Elford, Inc. for the Community Development Block Grant Neighborhood Facilities Renovation project, All THAT Teen Center; to authorize an appropriation within the Economic Development Revolving Loan Fund; to authorize a transfer between the Economic Development Revolving Loan Fund and Community Development Block Grant Fund; to authorize the appropriation and expenditure of $1,268,300.00 within the Community Development Block Grant Fund; and to declare an emergency.
