To appropriate funds within the Federal Transportation Grants Fund; to authorize the Director of Public Service to enter into contract with Decker Construction Company for the Operation Safewalks - Grace Street - Orel Avenue to Eureka Avenue project; to authorize the expenditure of up to $3,573,954.90 from the Streets and Highways Bond Fund and the Federal Transportation Grants Fund for the project; to repay any unused grant funds at the end of the grant period; and to declare an emergency.
