To amend the 2023 Capital Improvement Budget; to authorize the Director of Public Service to enter into a professional services contract with A. Morton Thomas and Associates, Inc. for the Resurfacing - Urban Paving General Engineering 2024 project; to authorize the expenditure of up to $250,000.00 from the Streets and Highways Bond Fund to pay for this contract; and to declare an emergency.
