To authorize the Board of Health to enter into a contract with The Breathing Association for a tobacco cessation multi-media campaign; to authorize the City Auditor to transfer appropriation between object classes to facilitate this contract; to authorize an expenditure from the Health Special Revenue Fund to pay the costs thereof; and to declare an emergency.
