To authorize the Director of the Department of Finance and Management to associate all general budget reservations resulting from this ordinance to Arrow Energy, Inc. for the purchase of jet “A” fuel for the Division of Police from an existing universal term contract; to authorize the expenditure of $200,000.00 from the General Fund; and to declare an emergency.
