To authorize and direct the Director of the Mayor’s Office of Education to enter into a contract with the Young Men's Christian Association of Central Ohio (YMCA) for the purposes of planning and coordinating an after school program for middle school youth, and providing direct services to Columbus youth; to authorize the transfer of $1,000,000.00 within the general fund; to authorize the expenditure of $1,000,000.00 from the general fund; and to declare an emergency.
