To authorize the City Clerk to enter into a grant agreement with the Delta Sigma Theta Sorority Incorporated Columbus (OH) Alumnae Chapter to provide funding for the 51st Midwest Regional Conference; to authorize an appropriation and expenditure within the Neighborhood Initiatives subfund; and to declare an emergency.
