To authorize the Director of the Department of Finance and Management, on behalf of the Office of Construction Management, to establish an Auditor's Certificate to pay the Department of Public Service for prevailing wage services; to authorize an expenditure of $20,000.00 from the Construction Management Capital Improvement Fund; and to declare an emergency.
