To adopt the Draft 2025-2029 Consolidated Plan and the Draft FY 2025 Annual Action Plan for the CDBG, HOME, ESG and HOPWA programs; to authorize the acceptance of 2025 HUD Community Planning and Development grant awards; to authorize the filing of the final 2025-2029 Consolidated Plan and final FY 2025 Annual Action Plan with the U. S. Department of Housing and Urban Development; and to declare an emergency.
