To authorize the Director of the Department of Development to enter into an Enterprise Zone Agreement with FlightSafety International, Inc. & FlightSafety Textron Aviation Training LLC (the "Enterprise") for a tax abatement of seventy-five percent (75%) for a period of ten (10) consecutive years in consideration of the Enterprise investing a total project cost of approximately $44,084,667.00, the retention of one hundred and sixty-two (162) full time positions with an associated annual payroll of $18,616,296.00, and the creation of thirty-five (35) net new full-time permanent positions with an estimated annual payroll of approximately $3,290,000.00 at the proposed Project Site.
