To authorize the City Clerk to enter into a service contract with Alina Sharafutdinova DBA Village Venture, LLC in support of grant management services for the RREACT Alumni group; to authorize an appropriation and expenditure within the Neighborhood Initiatives subfund; and to declare an emergency.
