To authorize the Director of the Department of Development to enter into a Subaward Not-for Profit Service Contract with Licking County Coalition for Housing from January 1, 2025 to December 31, 2025 in an amount of up to $324,004.44; to authorize the appropriation of $106,741.17 and the expenditure of $324,004.44 of funds utilizing the 2023 and 2024 Housing Opportunities for People with Aids (HOPWA) entitlement grants from the U.S. Department of Housing and Urban Development; and declare an emergency.
