To authorize the Director of the Department of Development to enter into a not-for-profit service contract with Economic and Community Development Institute, Inc. in an amount up to $71,600.00 for the purpose of assisting the Department of Development to administer the Accelerate Columbus program; to authorize the expenditure of $71,600.00 from the General Fund; and to declare an emergency.
