To authorize the Director of the Department of Development to enter into a not-for-profit service contract with Catholic Social Services, Inc. in an amount up to $52,720.00 for the purpose of assisting the Department of Development to administer the Accelerate Columbus program; to authorize the expenditure of $52,720.00 from the General Fund; and to declare an emergency.
