To authorize and direct the Director of the Department of Human Resources to modify the not-for-profit service contract with the Columbus Area Labor-Management Committee for the provision of training and assistance to promote improved labor-management relations and to add funds; and to authorize the expenditure of $25,000.00 from the Employee Benefits Fund for this contract; and to declare an emergency.
