To authorize the Director of Public Safety to enter into a contract with Big Ambition Racing LLC, DBA National Trail Raceway for the rental of their facility; to waive the competitive bidding provisions of Columbus City Code; to authorize the expenditure of $60,000.00 from the Special Revenue Fund entitled the Police Continuing Professional Training Fund; and to declare an emergency.
